As soon as the live feed refreshes, the previous frame disappears and is never restored. The WSDOT cameras that monitor the highways follow the same policy. Users can see current conditions in real time, but once that instant has passed, the footage disappears forever from the public system. This is common across America. The majority of cities’ public traffic camera systems are established to assist with traffic flow rather than to store evidence of incidents. The cost associated with archiving continuous video from hundreds of cameras far exceeds what most cities are willing to spend. Therefore, tens of thousands of accidents occur, but the related footage is deleted without ever being requested.
By the time someone identifies which agency operates which cameras, prepares a records request, and submits it to the correct department, the footage has usually been deleted. The timeframe within which this occurs varies depending upon several factors (i.e., how quickly an individual identifies the cameras, drafts a proper records request, etc.) but generally ranges anywhere from a few hours to a week.
There are numerous ways in which preserved traffic camera footage can be utilized. Attorneys and investigators utilize video recordings from traffic cameras to determine precisely what occurred at the site of an accident. Witnesses frequently disagree on what they observed, police reports are commonly incomplete and contain inaccuracies, and video footage cannot be disputed. For example, in automobile accidents where there was an intersection camera nearby, it could potentially display a sequential account of the events surrounding a collision (vehicle speed approaching/after impact, traffic light phase, driver behavior prior to contact) in addition to other potential contributing factors. Evidence that supports or disproves a legal case can resolve issues rapidly in many instances.
Police departments utilize real-time access to cameras to remain informed of the situation during emergencies and to conduct reviews after incidents.
